At the end of each season, before the free agent signing deadline, it is required that all team owners must email the commissioner or post on the message board their intention to stay in the league for the next season. This must be done before the file can be rolled over to the free agent file. If a all of a team's potential free agents are allowed to go to free agency, it should be because of a conscious decision by the owner to do so, and not just because an absentee owner is no longer running his team. Failure to notify the commissioner at this critical time will result in the team being declared vacant, and the commissioner will resign players as he sees fit.
