Tanking is defined as purposely losing games in order to improve your team's draft picks in future rookie drafts. Tanking is against the rules of this league.

It is up to the owners in the league to report tanking to the commissioner. The commissioner will not act on tanking by any team unless a complaint is made.

This is the process to be followed:

  1. If you believe that another team is purposely losing games in order to improve their position in the draft, email the commissioner and describe your reasons for believing that tanking has occurred.
  2. If any three owners file a complaint with the commissioner concerning the same team that could be tanking, the commissioner will initiate his own investigation.
  3. If the commissioner feels it is questionable, he will contact the offending team for an explanation.
  4. The commissioner will discuss the explanation with the complaining teams.
  5. If, after hearing the explanation, the complaining teams and the commissioner believe that there has been tanking (majority vote), the matter will be put up for vote before the league. The commissioners notice will state the duration of the voting period. The league must vote that the owner was tanking by at least a 2-1 ratio of those teams voting during the voting period. So a 10 - 5 vote would confirm tanking but a 7- 4 vote would not.

The penalty for tanking is that all draft picks of the offending team(s) will be moved to the bottom of the rounds the picks occur. This would include any picks obtained by trade.

A further penalty is that the offending team(s) will have the lowest priority in the league for waiver claims during the entire following season.
TANKING COMPLAINT(S) MUST BE TURNED IN BEFORE POST SEASON PLAY BEGINS IN THE CURRENT MOGUL YEAR (To avoid delaying the rookie draft).
