bullet

Off-season trading is allowed at all times.

bullet

In-season trading is not allowed between August 1st and the end of the World Series.

bullet

Draft picks and cash may be traded.

bullet

Only the current season's draft picks may be traded. Trading of the next season's draft picks can begin only after the current season’s amateur draft is completed. Example - You may not trade a 1970 draft pick until after the 1969 amateur draft is completed.

bullet

For any trade to be valid, the details must be emailed to the commissioner by both parties, OR the details must be posted on the message board by one party to the trade AND confirmed by the other party involved. Secret trades are not allowed.

bullet

Any trade may be deemed illegal if it appears that two owners are working together to build up one team at the expense of the other. A trade is not subject to being rejected just because the talent on both sides of the trade appears to be unequal. Since different owners have different value systems and philosophies in team building, trades need not appear to be equal in order to be a legal trade. It is up to the owners in the league to report trades that might be illegal to the commissioner. This is the process to be followed:
bullet

If you believe that a recent trade does not appear to be legal, email the commissioner and state your reasons for believing so.

bullet

If any three owners file a complaint with the commissioner concerning the same trade, the commissioner will initiate his own investigation.

bullet

If the commissioner feels that the trade looks questionable, he will contact the involved teams for an explanation.

bullet

The commissioner will discuss the explanation with the complaining teams.

bullet

If, after hearing the explanation, the complaining teams and the commissioner believe that the trade should be rejected, the matter will be put up for vote before the league. The commissioner’s notice will state the duration of the voting period.

bullet

The league must vote that the trade should be reversed by at least a 2-1 ratio of those teams voting during the voting period. So a 10 - 5 vote would confirm an illegal trade but a 7 - 4 vote would not.

bullet

If the voting indicates that a trade must be reversed, then the players involved will be moved back to their original teams, whether any games have taken place since the trade or not.
