If you believe that a recent
trade does not appear to be legal, email the commissioner and state your
reasons for believing so. |

If any three owners file a
complaint with the commissioner concerning the same trade, the
commissioner will initiate his own investigation. |

If the commissioner feels
that the trade looks questionable, he will contact the involved teams
for an explanation. |

The commissioner will
discuss the explanation with the complaining teams. |

If, after hearing the
explanation, the complaining teams and the commissioner believe that the
trade should be rejected, the matter will be put up for vote before the
league. The commissioner’s notice will state the duration of the voting
period. |

The league must vote that
the trade should be reversed by at least a 2-1 ratio of those teams
voting during the voting period. So a 10 - 5 vote would confirm an
illegal trade but a 7 - 4 vote would not. |

If the voting indicates that
a trade must be reversed, then the players involved will be moved back
to their original teams, whether any games have taken place since the
trade or not. |
